New functionality in e-ace and processing fee related to the Polish SENT system

The Polish SENT (System for Electronic Transport Supervision) is a national electronic system used to monitor the transport of certain goods into, out of and through Poland. ACE Logistics also handles the transport of goods subject to SENT requirements.

The SENT system covers, among other goods, certain fuels, alcohol, tobacco products, chemicals and other goods specified under Polish legislation. Since 17 March 2026, the system has also been extended to certain clothing, textile and footwear products. The official PUESC list specifies the relevant CN codes and conditions applicable to each category.

When is SENT registration required?

SENT registration is required when the goods are covered by the SENT monitoring system and the transport falls within the scope of the applicable SENT requirements. The purpose of the SENT system is to monitor the transport of certain so-called sensitive goods in Poland, including shipments transported into, out of or through Poland.

Violations of SENT requirements may result in significant penalties imposed by the Polish authorities. For certain violations, a penalty imposed on the consignor or consignee may amount to 46% of the gross value of the goods subject to the reporting requirement, with a minimum of PLN 20,000 (ca 5000 euros). Carriers and drivers may be subject to separate penalties depending on the type of violation.

Examples of goods that may be subject to SENT include:

  • fuels;
  • alcoholic beverages;
  • tobacco products;
  • certain chemicals and other sensitive goods;
  • lubricants;
  • certain clothing and textile products;
  • certain footwear.

For clothing, textiles and footwear, the applicability of SENT depends, among other things, on the specific CN code and, for certain goods, on the weight or quantity of the shipment. For example, specific weight thresholds apply to certain clothing products and quantity thresholds apply to footwear. We therefore recommend checking the official PUESC list of monitored goods.

If the goods are not covered by the SENT monitoring system, SENT registration is generally not required.

New SENT function in e-ace

To help customers comply with Polish requirements and reduce the risk of delays or additional enquiries during transport, from September 2026 ACE Logistics will introduce a new question for shipments involving or transiting through Poland in its e-services:

Does this shipment contain goods subject to the Polish SENT monitoring system?

Yes / No

If No is selected, the booking process continues as normal.

If Yes is selected, the customer will be required to provide the information necessary for SENT processing and upload the completed SENT Goods Information Form.

For transport orders placed through other channels, please provide the relevant SENT information in the additional order information, and it will be processed manually.

Who is responsible for SENT compliance?

The customer is responsible for assessing whether the shipment is subject to SENT requirements and for providing ACE Logistics with the accurate and complete information required to arrange the transport in compliance with the applicable requirements.

Depending on the type of transport and the roles of the parties involved, the obligation to submit the SENT declaration may rest with the consignor, consignee or carrier, as defined by Polish legislation. The carrier can fulfil its SENT-related obligations after receiving the required information.

The carrier must have the required SENT reference number and other applicable information before the transport starts. According to PUESC guidance, the carrier must verify the validity of the SENT declaration before the transport begins. If the carrier has not received the reference number, it must not accept the transport of goods subject to the SENT reporting requirement.

SENT and other regulatory monitoring systems

SENT is one of several regulatory monitoring systems that may apply to international transport. Depending on the route and type of goods, a shipment may also be subject to other requirements, such as EKAER in Hungary or RO e-Transport in Romania (UIT code).

If a shipment falls within the scope of a regulatory monitoring system, the customer may be required to provide additional information or documentation.

SENT / EKAER / RO e-Transport processing fee

From 1 September 2026, ACE Logistics will apply a processing fee in Estonia to shipments subject to SENT or another applicable regulatory transport monitoring system.

It is important to distinguish between the government system and the service provided by ACE Logistics: registration in the Polish SENT system itself is free of charge. The fee charged by ACE Logistics covers the additional administrative work, information processing and compliance checks required to process such shipments. The relevant PUESC services are provided free of charge.

ACE Logistics processing fees are:

  • EUR 25 per shipment when the customer completes and provides the required information and form for SENT, EKAER or RO e-Transport processing;
  • EUR 50 per shipment when the customer does not provide the required form or information and ACE Logistics prepares the required information based on the packing list or other documents provided by the customer. This fee includes up to 5 goods codes;
  • an additional EUR 5 is charged for each goods code exceeding the first five.
